Authors Guidelines

IJPPMS welcomes contributions from researchers, scholars, policymakers, administrators, public sector professionals, management specialists, development practitioners, and interdisciplinary researchers working in public policy, governance, public administration, management studies, and related fields.

Submissions should demonstrate originality, academic quality, methodological clarity, policy relevance, and alignment with the journal’s scope. The journal welcomes manuscripts on public policy analysis, governance systems, administrative reforms, public sector management, organizational strategy, development planning, public finance, public leadership, digital governance, comparative policy studies, institutional development, and socio-economic policy research.

Tips for Preparing Your Manuscript

  • Ensure your manuscript aligns with the journal’s aims and scope
  • Use clear, concise, and academically appropriate language
  • Support arguments with credible evidence, theory, data, and references
  • Present policy frameworks, conceptual models, tables, figures, and empirical results clearly
  • Provide sufficient methodological detail for evaluation and reproducibility
  • Use accurate citations and references
  • Follow manuscript formatting requirements carefully
  • Ensure originality, research integrity, and ethical compliance
  • Disclose funding sources and conflicts of interest
  • Include data availability information where applicable
  • Proofread the manuscript carefully before submission

Reporting Guidelines

Authors are encouraged to follow relevant reporting and research standards according to the study type and discipline. Where applicable, manuscripts should include sufficient methodological detail to allow evaluation of data sources, sampling methods, analytical procedures, policy frameworks, institutional context, and research limitations.

For example:

  • Quantitative studies should describe data sources, sampling, variables, measurement tools, statistical methods, and limitations
  • Qualitative studies should describe research design, participant selection, data collection, coding, analysis procedures, and ethical safeguards
  • Mixed-methods studies should explain the integration of qualitative and quantitative components
  • Policy analysis papers should clearly identify the policy problem, analytical framework, evidence base, policy alternatives, and implications
  • Case studies should explain the institutional, administrative, organizational, or policy context
  • Comparative studies should describe case selection, comparison criteria, data sources, and analytical approach
  • Studies involving surveys, interviews, human participants, institutional records, or sensitive policy data should include ethical approval, permissions, or informed consent where applicable

Manuscript Assessment Criteria

Manuscripts submitted to IJPPMS will be evaluated based on the following factors:

Originality: The manuscript should present new arguments, evidence, frameworks, models, findings, interpretations, or policy insights relevant to public policy and management studies.

Policy and Management Significance: The research should contribute meaningfully to public policy, governance, public administration, organizational management, development practice, or institutional reform.

Methodological Soundness: The research design, theoretical framework, data collection, analysis, case selection, or policy evaluation method should be appropriate, transparent, and reliable.

Relevance to Scope: The manuscript should clearly fit the journal’s focus on public policy, governance, public administration, development studies, or management research.

Quality of Presentation: The manuscript should be well-structured, clearly written, properly referenced, and prepared according to academic publishing standards.

Papers that do not meet these criteria may be returned for revision or rejected.

Manuscript Structure and Formatting

To meet IJPPMS standards, authors should prepare their manuscripts in accordance with the journal's template and formatting requirements.

Manuscript Template

Authors should use the official journal template where available. The manuscript should include appropriate sections such as title, abstract, keywords, introduction, literature review or background, methodology, results/findings, discussion, conclusion, policy implications, acknowledgments, funding statement, conflict of interest statement, data availability statement, and references.

The submitted manuscript should be provided as a clear, complete, and editable Word document. The file should not be encrypted or password-protected.

If the official template is not used, authors should submit a clearly formatted manuscript using readable academic formatting, proper headings and subheadings, numbered tables and figures, and a consistent reference style.

Abstract and Keywords

The manuscript should include a concise abstract of approximately 150–250 words that summarizes the purpose, methods, findings, policy relevance, and the study's contribution.

Authors should provide 4–6 keywords that reflect the main topic, policy area, management field, research method, and contribution of the manuscript. Keywords should support discoverability and indexing.

Length and Format

There is no strict page limit; however, manuscripts should be concise, focused, and appropriate for the article type. Authors should avoid unnecessary repetition and ensure that the manuscript provides sufficient theoretical, methodological, and policy-related detail for evaluation.

Tables, Figures, and Policy Frameworks

Tables, figures, conceptual models, policy frameworks, charts, graphs, and diagrams should be clear, properly labeled, and cited in the main text. Tables should be editable and should not be submitted only as images. Figures and diagrams should be high-quality where applicable. All figures and tables must include captions and be numbered sequentially (e.g., Figure 1, Figure 2, Table 1, and Table 2). For detailed formatting of the content, refer to the manuscript template. 

Equations, Models, and Notations

Where manuscripts include statistical models, economic models, policy models, formulas, or technical notations, these should be clearly presented and sequentially numbered where applicable. Variables, abbreviations, indicators, and analytical terms must be clearly defined.

References

Authors must use one consistent referencing style throughout the manuscript. IJPPMS recommends the APA 7th edition author-date referencing style for manuscripts in public policy, governance, public administration, and management studies, unless otherwise stated in the journal template.

References should be accurate, complete, traceable, and based on scholarly or credible sources. The number of references should be appropriate to the article type, subject area, and depth of the research.

Manuscripts containing fabricated, unverifiable, misleading, or inappropriate references may be returned for correction or rejected.

Supplementary Materials

Authors may submit supplementary materials such as additional tables, datasets, survey instruments, interview guides, coding frameworks, policy documents, appendices, statistical outputs, or methodological notes where these materials support the understanding or verification of the research.

Supplementary materials should be clearly labeled and referenced in the manuscript.

Author Details and Affiliations

All authors must provide complete and accurate author information.

Required author details include:

  • Full Name: All authors must provide their complete names
  • Affiliation: Department, institution/university/organization, city, and country
  • ORCID: Authors are encouraged to provide ORCID iDs. The corresponding author should provide an ORCID ID where available
  • Corresponding Author: The corresponding author should be clearly identified and will serve as the main contact for manuscript-related communication
  • Email: The corresponding author’s email address is required. Other author emails may be provided where appropriate
  • Biography: Author biographies may be requested for published articles, depending on the journal format. Author photographs are optional and should not be required for manuscript evaluation

Submission Process

Authors should prepare their manuscript according to the journal guidelines and submit it through the IJPPMS online submission portal.

Before submission, authors should ensure that:

  • The manuscript fits the aims and scope of IJPPMS
  • The manuscript is original and not under consideration elsewhere
  • All authors have approved the submission
  • Ethical approval, permissions, or informed consent information is included where applicable
  • Funding and conflict of interest statements are included
  • Data availability information is included where applicable
  • References are accurate and complete
  • Tables, figures, policy frameworks, appendices, and supplementary files are properly prepared

Peer Review Process

All research articles, review articles, policy analyses, case studies, comparative studies, interdisciplinary studies, and management research papers submitted to IJPPMS undergo editorial screening followed by peer review.

IJPPMS follows a double-blind peer review process, where the identities of authors and reviewers are concealed from each other. Manuscripts that pass initial editorial screening are normally evaluated by at least two independent reviewers with relevant expertise.

Final editorial decisions are made by the Editor-in-Chief or assigned editor based on reviewer comments, journal scope, originality, ethical compliance, methodological quality, policy relevance, management contribution, and clarity of presentation.

Editorials, invited commentaries, announcements, or non-research content may be reviewed internally according to journal policy.

The journal is committed to fairness, confidentiality, transparency, and academic integrity throughout the peer-review process.

For manuscripts requiring minor or major revision, authors must submit a revised manuscript with a detailed response to reviewer comments. Major revisions may be sent for an additional round of review. Rejected manuscripts may be resubmitted only when substantially revised and when the new submission clearly addresses the reasons for the previous rejection.

How to Submit

Manuscripts intended for publication should be submitted through the journal’s online submission portal:

Submission requires the corresponding author to create an account and provide full contact details. The author must confirm that the manuscript has not been previously published and is not currently under consideration by another journal.

If the submission is an expanded version of a conference paper, working paper, policy report, thesis chapter, preprint, or earlier institutional report, the author must disclose this information and clearly explain the differences between the submitted manuscript and the earlier version.

IJPPMS supports the use of ORCID identifiers for researchers and scholars. Authors are encouraged to include ORCID IDs with their submissions.
